reticle tutorial shows the loop Reticle is built on, on a demo app: look at the page, act, and get a verdict. No project needed.

--run, the last step prints a verdict. That is the whole point of the tour: it ends at a verdict, because looking at a page is not verifying it.
The tour does not wire your app. For that, run reticle init in your app’s folder.
